US Route 30 (Lincoln Highway) Reconstruction Project
From Williams Street to IL Route 43 (Harlem Avenue)

 

US Route 30 is a principal east-west Strategic Regional Arterial (SRA) and part of the National Highway System (NHS). These routes are intended to supplement the regions expressways, Interstate systems and to connect the regional transportation network.

The Phase I Engineering and Environmental Study for US Route 30 Williams Street to IL Route 43 was initiated in 1999 as part of the Illinois FIRST Program. The study included coordination with the Villages of New Lenox, Mokena and Frankfort. The Public Hearing for the project was held on August 27, 2002 at Lincoln-Way High School in New Lenox, IL. Design approval was received on October 16, 2003.

By having safer and wider roadways in the area, the transportation system will be upgraded thus encouraging commercial developments in the area and the start up of new businesses. Travel delays will be minimized and access to businesses will be enhanced, jobs will be created for construction and the newly developed businesses. Commercial deliveries to existing businesses will be improved and become more efficient, thus encouraging trade and economic prosperity.

The existing US Route 30 consists primarily of 1-12ft. lane in each direction from Williams Street to IL Route 43 with additional lanes and auxiliary lanes located at traffic signals and various intersections along US Route 30. The existing average daily traffic volumes along US Route 30 range from 15,000 to 16,000 vehicles.

The proposed improvement has been designed using state of the art highway standards to address the specific needs of the roadway user. Upon completion, reconstructed US Route 30 will increase capacity, improve travel times, reduce congestion and improve highway safety. The 20 year projected average daily traffic volumes for the year 2020 range from 24,000 to 27,000 vehicles per day.

The project has been divided into two segments for construction, from Williams Street to US Route 45 and from US Route 45 to Illinois Route 43 with a proposed start date of Spring 2011. The projects are currently projected for Fall 2012 completion (weather permitting).

Project Details

  • Provide 2- 12 ft. lanes in each direction separated by a 22 ft. wide raised curb median throughout the limits.
  • Addition of a 12 ft. wide bi-directional turn lane utilized form Williams Street to the west entrance to Lincoln-Way High School.
  • Noise wall installation at warranted locations between Williams Street to U.S. Route 45.
  • Widening of the existing bridge over Hickory Creek to accommodate the proposed pavement widening.
  • Construction of combination concrete curb and gutter with a new storm sewer drainage system and ditches to drain storm water.
  • Construction of a 10 ft. wide bike path and/or 5 ft. sidewalk adjacent to the road on either side where requested by local agencies.
  • Completion of the median construction at the intersection of Wolf Road.

The mainline reconstruction work will take place under stage construction..

  • Pre-stage: Installation of temporary pavement and temporary traffic signals.
  • Stage 1: Construction of the westbound lanes of US Route 30 and associated improvements. Traffic will be maintained with one lane in each direction on the existing pavement and temporary pavement installed in the Pre-Stage.
  • Stage 2: Construction of the eastbound lanes of US 30 and associated improvements. Traffic will be maintained with one lane in each direction on the future westbound lanes installed in Stage 1.
  • Stage 3: Construction of the median, turn lanes and miscellaneous items and landscaping.
