In 1979, IDOT and the Federal Highway Administration (FHWA) entered into a Memorandum of Understanding (MOU) requiring the department to provide an audit program to monitor the expenditure of federal funds on FHWA projects. [FHWA MOU pdf file]

In order to provide financial integrity and to assist in achieving an effective , efficient, and economical administration of funds, IDOT issued Departmental Order 7-1. [dept. Order 7-1 pdf file]. This order officially established the Audit Section as the authority for providing an audit program for the entire department.

The Audit Section’s Statement of Purpose, Authority and Responsibility provides the original framework upon which the Audit Section’s current program of audit coverage is based. [file Statement of Purpose pdf file].

Each year the Chief of Audits provides the Secretary of IDOT with a comprehensive audit program reporting the prior year’s accomplishments and planned audit coverage for the subsequent fiscal year. [FY2005- FY 2006 Annual Audit Plan ].
