Americans with Disability
Act Accessibility Guidelines (ADAAG) Seminar
PURPOSE: This seminar
includes presentations by the United States Access
Board, Office of the Illinois Attorney General, Federal Highway
Administration – IL
Division, and Illinois Department of Transportation that will discuss
the American’s
with Disability Act Accessibility Guidelines (ADAAG) that impact highway
agencies.
It will also provide an overview of Public Right-of-Way Accessibility
Guidelines
(PROWAG) that are currently being developed.
TOPICS TO BE COVERED: ADAAG, PROWAG, and federal/state compliance
requirements.

ArcGIS - Introduction
PURPOSE: This three-day course will introduce the
student to ArcGIS 9.X.
TOPICS TO BE COVERED: ArcGIS software, ArcMap, ArcCatalog and ArcToolBox,
customizing the ArcGIS interface, working the Geodatabases and tables,
reviewing the locations of GIS data, Linear Referencing (Dynamic
Segmentation), queries, data’s spatial reference, working with external
data and GPS data, and creating maps.

ArcGIS – Building a Map Document/Working with Layouts
PURPOSE: This class will cover ArcMap and
ArcCatalog and will review the
ArcMap interface, where GIS data is stored.
TOPICS TO BE COVERED: Adding data to a map document, working with layers
such as changing the drawing order, symbol, color and size and working
with the
layout view to create a map.

ArcGIS – Labeling/Annotation Layers & Layouts
PURPOSE: This class will cover reviewing adding
data to a map document,
changing symbol, and reordering layers.
TOPICS TO BE COVERED: New material will include working with labels such
as
labeling with attributes, text and shields.

ArcGIS - Queries
PURPOSE: The student will learn to develop and use
queries utilizing the ArcGIS
software
TOPICS TO BE COVERED: Setting the selectable layer, controlling the
identify tool
to display what you desire, the find tool to locate features by
attributes, address or
route location, selecting features based on attribute query, and
selecting features
by location associated with other feature(s).

Bridge Construction Inspection
PURPOSE:
This course will enable students to inspect the construction of
bridges to ensure compliance with plans and specifications.
PREREQUISITES: Mathematics Refresher Course, Units 1 through
15, or equivalent; familiarity with bridge terminology; and
probability of assignment to bridge construction inspection within 6
months and the ability to perform math equations on a scientific
calculator..
TOPICS TO BE COVERED: Bridge foundations, substructures,
steel superstructures, concrete superstructures, deck paving and
documentation.
LENGTH OF COURSE: 3 days.

Communicating through COLORS
PURPOSE:
To help participants identify their own color (temperament) style
and that of their supervisors, peers and/or subordinates. In
addition, it will provide a new understanding of learning and
communication styles that are in keeping with the color style of
others.
TOPICS TO BE COVERED: Recognizing students own strengths and
the strengths of others, building instant rapport with others,
learning to speak the language of their listeners, enhancing the
ability to understand how others process information, and modifying
their own communication style to meet the needs of other
communication styles.

Confined Space Awareness
PURPOSE:
To familiarize the student with what a confined space is, how to
recognize hazards and prepare for safety.
TOPICS TO BE COVERED: Confined space hazards, Federal and
State laws, definitions of what a confined space is, air monitoring
and applicable policies.
LENGTH OF COURSE: 2 hours.
PDH’s: 2.0 NOTE: This is a 2 hour class that will be offered in the morning and the
Trenching and Shoring Safety
Class will be offered in the afternoon. Those students who wish may
enroll in both classes for the same
day.

Conflict Resolution Through
COLORS
PURPOSE: Participants will
learn how to better manage and resolve conflict and discover how to cope
with other’s behaviors as well as enhance communication skills in
conflict situations.
PREREQUISITES: Communicating Though COLORS
TOPICS TO BE COVERED: The nature of conflict, stages of conflict,
conflict management styles, methods of conflict resolution and the role
of communication in conflict resolution.
LENGTH OF COURSE: 1 day.

Construction Material Inspection Documentation
PURPOSE:
To increase the course participant’s knowledge of IDOT’s materials
acceptance process. The course focuses on understanding and using
the Project Procedures Guide with an emphasis on the role of IDOT
personnel, contractor personnel and consultant personnel in the
acceptance process.
TOPICS TO BE COVERED: Some of the available materials, forms
and reports, a demonstration on how ICORS can help track materials
at the job site, and an overview of the final materials
certification review.

Cultural Diversity
Through COLORS
PURPOSE:
This course will provide students with an opportunity to learn that
diversity
awareness in the workplace is an on-going process of recognition,
understanding and acceptance of the variety and complexity of people
who must interact with each other.
TOPICS TO BE COVERED: Different communication styles,
workplace values, conflict, stereotypes, fear and building
productive workplace relationships with those who are different from
us in a variety of ways.

Hazardous Materials First
Responder
PURPOSE:
This training is
intended to meet the requirements of the Occupational Safety and Health
Administration and United States Environmental Protection Agency (OSHA/USEPA)
Hazardous Waste Operations and Emergency Response Final Rule (29 CFR
1910.120, effective March 6, 1990) and is for personnel who may be the
first-on-the scene at a hazardous materials incident.
TOPICS TO BE COVERED:
Basic hazard recognition, identification,
reporting, and self-protection for individuals who may do preliminary
observation of an event. It does not provide the necessary hazard
recognition and protective skills to equip you to deal effectively and
safely with activities beyond the
awareness level.

Highway Engineering
Principles
PURPOSE: To familiarize
engineering and technical employees or refresh their knowledge of
highway terminology and procedures used in conjunction with engineering
applications and the management of streets and roads.
PREREQUISITES: Mathematics Refresher Course, Units 1 through 17, or
equivalent; involvement in highway design or highway project development
activities.
TOPICS TO BE COVERED: Basic mathematics; horizontal and vertical curves;
slopes and grades; bituminous surface treatment; traffic, highway
organization and funding.
LENGTH OF COURSE: 1 day.

Highway Jurisdictional Transfers
PURPOSE:
To provide students with laws that govern highway authorities,
highway jurisdiction and the basic elements of how jurisdictional
transfers are accomplished and their legal ramifications.
TOPICS TO BE COVERED: The Bureau of Local Roads and Streets
“Jurisdictional Transfer Guidelines for Highway and Street Systems”
booklet and applicable portions of the Illinois State Highway and
Municipal Codes will be discussed. Includes the definition of
terms, discussion of various forms of ownership and legal
responsibilities.

Highway Safety Improvement
Workshop
PURPOSE: To familiarize the student with federal and state goals in the
Illinois Comprehensive Highway
Safety Plan (ICHSP).
TOPICS TO BE COVERED: Illinois Comprehensive Highway Safety Plan (ICHSP),
the application process
and eligibility for the Highway Safety Improvement Program (HSIP) and
High Risk Rural Roads Program
(HRRRP).
LENGTH OF COURSE: 5 hours.

Low Cost Safety Improvement
PURPOSE: Upon completion of the workshop, students will be able to
identify low cost safety improvements that can be applied to high crash
locations with currently available signs, markings, and other traffic
control devices; and to apply low cost safety improvements and enhanced
applications of traffic control devices to reduce the incidence of
crashes and the associated crash reduction factors.
TOPICS TO BE COVERED: Identification of high crash locations; low-cost
remedy or roadside hazards; crash-modification factors of low-cost
traffic control devices; and crash-modification factors of enhanced
application of low-cost traffic control devices, for intersections, for
traffic signals, and railroad grade crossings.

MFT Accounting and Auditing
PURPOSE: This course will enable students to properly
record and account for MFT funds utilized on local agency projects.
TOPICS TO BE COVERED: Accounting and auditing principles of
MFT funds as established by the Illinois Department of
Transportation.

Manual on Uniform Traffic
Control Devices (MUTCD) Training
PURPOSE: This course will
provide the basic principles of traffic control that is contained in the MUTCD. It will also provide guidance on the importance of compliance
with the MUTCD and a general discussion on how and why devices are
included in the manual.
TOPICS TO BE COVERED: There will be sessions focusing on the concept of
Positive Guidance, Human Factors, and how they relate to proper traffic
control, and highlights of each Part of the MUTCD.

OSHA 10-Hour Construction
PURPOSE:
To provide safety training for highway personnel on several work
related topics. Participants receive an OSHA safety certificate.
TOPICS TO BE COVERED: Cranes, electrical, hazard
communication, ladders & stairs, personal protection equipment,
material handling, tools, walking working surfaces, and welding
safety.
LENGTH OF COURSE: 10 hours.

Pavement Maintenance
PURPOSE:
To enable students to recognize the causes of pavement failure and
to make and/or recommend corrective measures including alleviating
the cause, selecting the proper materials and methods, and
documenting the work accomplished. Discuss various types of road
surfaces with the emphasis on flexible bases and developing a
pavement management system.
PREREQUISITES: Knowledge of equipment and materials
(particularly asphaltic materials); and probability of involvement
in scheduling pavement maintenance activities.
TOPICS TO BE COVERED: Drainage and subsurface maintenance;
patching and resurfacing material; street patching methods; portland
cement concrete, and utility cuts; seal coats and crack sealing; and
developing a systematic approach to pavement maintenance.
LENGTH OF COURSE: 1 day.

Piling
PURPOSE: Introduction to foundation and piling inspection
and testing procedures, field documentation, and discussion of
problems encountered with piling installation.
PREREQUISITES: Probability of assignment to inspection and
documentation of pile driving operation.
TOPICS TO BE COVERED:
Determining energy requirements for hammers, blow counts, site
safety, piling alignment, splicer requirements, bearing values,
setting up of field books.

Retroreflectivity
PURPOSE: To explain the new federal regulations on
sign retroreflectivity as required by the MUTCD.
TOPICS TO BE COVERED: Types of sheeting required,
sign management, inventory and inspection will be covered.

Small Drainage Structure Inspection
PURPOSE:
This course will enable students to inspect the construction of pipe
culverts, storm sewers and related structures to ensure compliance with
plans and specifications.
PREREQUISITES: Mathematics Refresher Course, Units 1 through 15
or equivalent; familiarity with bridge and culvert terminology; some
field knowledge; and the probability of assignment to drainage structure
inspection within 18 months.
TOPICS
TO BE COVERED:
Culvert – Sewer differences, trenching, bedding, pipe installation,
backfill and documentation.

Survey I - Beginning
PURPOSE:
To enable potential survey personnel, with some supervision, to know
the use and care of basic surveying instruments and equipment.
PREREQUISITES: the ability to perform math equations on a
scientific calculator.
TOPICS TO BE COVERED:
Mathematics Refresher Course Units 1-17; horizontal angle
measurements with transit; leveling and the leveling rod; field
note-keeping and safety.
LENGTH OF COURSE:
3
days.

Survey II – Intermediate Surveying/Design
PURPOSE:
To establish the vertical and horizontal alignment of the route and
to obtain data necessary for the preparation of highway construction
plans.
PREREQUISITES: Survey I – Beginning and the ability to
perform math equations on a scientific calculator.
TOPICS TO BE COVERED:
Horizontal and vertical alignment (curves); super-elevations,
topography and cross sectioning.
LENGTH OF COURSE: 3 or 4 days.

Team Building Through
COLORS
PURPOSE:
Participants will focus on team building as it relates to their agency
and their own color and
evaluate the impact of conflict, communication, task assignments and
temperament in building a successful
team.
PREREQUISITES: Communicating through COLORS Course
TOPICS TO BE COVERED: The four stages of team building: storming,
forming, norming and performing
and how conflict and communication affect team building.
LENGTH OF COURSE: 1day.

Trenching and Shoring Safety
PURPOSE:
To provide students with safety procedures to follow when involved
in trenching and shoring operations.
TOPICS TO BE COVERED: Utility notification, soil mechanics,
slope requirements, manual and visual testing, shoring techniques
and equipment.
LENGTH OF COURSE: 2 hours.

NOTE: This is a 2 hour class that will be offered in the afternoon after
the Confined Space Awareness Class. Those students who wish may enroll in both classes for the same
day.

Understanding Specifications
PURPOSE: This course will
enable students to identify the different types of contract documents
and
explain the hierarchy of these contract documents, to understand the
format and use of the Standard
Specifications, and to determine when and how to write effective special
provisions and plan notes.
PREREQUISITES: Involvement in highway design, highway project
development, or highway construction
activities.
TOPICS TO BE COVERED: Specifications, special provisions, pay items and
plans.
LENGTH OF COURSE: 1 day.

Work Zone Safety for Projects (Crews)
PURPOSE:
To provide the student with the basic elements required for work
zone traffic control and protection.
TOPICS TO BE COVERED: Need for traffic control, laws and
legal considerations, applicable portions of the Manual on Uniform
Traffic Control Devices, work zone traffic control and the Work Area
Protection Guide for street and utility repairs.
LENGTH OF COURSE: ½ day.

You and the Media
PURPOSE: This one-day seminar will teach you how to effectively get
your message
across to the news media and how to build positive, productive
relationships with
them. It will also help you overcome intimidation about working with the
news media.
TOPICS TO BE COVERED: Teach you to “meet attacks with facts” and deflect
negative questions, stay on track no matter what the interviewer throws
at you, help
you look calm and confident no matter happens, and teach you to engage
and charm
the audience.

Local Agencies Only Enrollment
Flagger Training (for Local Agency Personnel Only)
PURPOSE:
This class provides training to local agency personnel for their day
labor and maintenance activities. It meets requirements established
by the Manual on Uniform Traffic Control Devices (MUTCD) and the
Occupational Safety and Health Administration.
PREREQUISITES: This course is available to local agency
highway personnel holding a valid driver’s license or an Illinois
Identification Card from the Secretary of State.
TOPICS TO BE COVERED: Traffic control devices, the flagger’s
role in work zone safety, Illinois laws and responsibilities, and
flagging procedures.
LENGTH OF COURSE: ½ day.

Snow and Ice Control (for Local Agency Personnel Only)
PURPOSE:
Introduction to snow removal and ice control operations; including major
components,
equipment adjustment and calibration, and proper snow and ice control
methods.
TOPICS TO BE COVERED: Equipment preparation; snow removal procedures and
methods; special
situations; after-storm procedures; spreader calibration; public
relations; and safety.

Illinois Center for Transportation (ICT)
Administered Classes
Documentation of Contract Quantities
PURPOSE:
To provide the student with the ability to document, with some
supervision, contract quantities to Federal and State standards.
PREREQUISITES: Mathematics Refresher Course, Units 1 through
15, or equivalent; one year construction experience and familiarity
with general highway construction terminology and practice.
TOPICS TO BE COVERED: Project diary entries; quantity book
preparation and entries; cross-reference system; extra work reports,
and the measurement and calculation of pay items for pay quantities
occurring in road and bridge plans.
LENGTH OF COURSE: 3 days.

Effective July 2008: The Documentation of
Contract Quantities class will be administered by the Illinois
Center for Transportation (ICT) and coordinated by Mary J. Fries of
the University of Illinois. All transactions and correspondence will
now be through ICT and not the Illinois Department of Transportation
(IDOT) Central Bureau of Construction or through the Technology
Transfer Center. Fees will now be charged for all classes and
retests and will be required at the time of registration. Fees
will be as follows:

National Highway Institute (NHI)
Classes
3 Day Bridge Inspection Refresher Training
PURPOSE: To refresh the skills of bridge inspectors.
TOPICS TO BE COVERED: The inspector’s qualifications and
duties, record keeping and documentation, structure inventory and
appraisal overview, National Bridge Inventory (NBI) standard
component ratings, and a virtual bridge inspection classroom
exercise.

Load Resistance Factor for Highway Bridges
PURPOSE:
This course provides novice and experienced bridge engineers with
the fundamental knowledge necessary to apply the most recent AASHTO
Load and Resistance Factor Rating (LRFR) Specifications to bridge
load rating.
TOPICS TO BE COVERED: Participants will be able to describe
the purpose of load rating, recognize the benefits of the Load and
Resistance Factor Rating (LRFR) methodology, demonstrate the
application of the LRFR process and equations, identify legal loads
and describe their use in load ratings, recognize the distribution
factors used for LRFR ratings, identify the LRFR limit states,
select evaluation factors for LRFR ratings, describe the importance
of load postings and the LRFR process used for load postings,
identify overload permit classifications and describe the LRFR
evaluation procedure for overload permits, and demonstrate the
application LRFR requirements by completing load rating exercises.

Safety Inspection of
In-Service Bridges
PURPOSE: To provide training on the safety inspection of
in-service highway bridges.
TOPICS TO BE COVERED: Evaluate a variety of bridges and determine
the critical areas for inspection, including fatigue-prone details and
common points of deterioration and/or distress, documentation of defects
in various materials, evaluating the severity of material deterioration
and determining when it is necessary to close the bridge because of
imminent danger.
