INFORMATIONAL CIRCULAR LETTERS The following Circular Letters (CL) have been issued by the Bureau of Local Roads and Streets (BLRS) and are informational in nature. These letters were issued to the appropriate Local Agency and/or Consultants who were on the BLRS's mailing list.
