Northeastern Illinois Proposals ($2,481,200 Total Project Cost)
Berkeley - Development of Comprehensive Plan, Land Use and
Marketing Plan for Key Community/Regional Commercial Areas within the
village of Berkeley - Total Cost - $40,000 - The village will
develop a comprehensive plan for the community which will include a
future proper land use plan, review of existing ordinances related to
zoning, and a marketing plan. The village suffered almost a 50% decline
in sales tax in 2000 which has prompted the village to take a proactive
approach to development, redevelopment and reinvestment
Brookfield - Comprehensive Master Plan for the village of
Brookfield - Total Cost - $150,000 - The village of Brookfield
Comprehensive Master Plan will be utilized as a guide for community land
use planning decisions and development. This project will utilize the
Commercial Revitalization Strategy Plan prepared for the village in 1982
and the Brookfield 2000 plan created in 1992 as a starting point.
Chicago (CDOT) - Smart Corridor Modeling and Screening
Methodology - Total Cost - $66,000 - Intelligent Transportation
System (ITS) technologies for Smart Corridors include traffic responsive
and traffic adaptive traffic signal control, transit-traffic signal
priority, the use of traffic surveillance, including video detection,
and incident detection and response. Smart Corridors can also use
various means of providing real time traffic information to motorists.
This project will study the various Smart Corridor Technologies, and
then develop and apply a model screening methodology for arterial
streets in the city of Chicago. The project will produce a strategy for
ITS application and a list of candidate corridors and appropriate ITS
technologies.
Chicago - Calumet Regional Transportation Plan: Rails, Rivers
and Roads - Total Cost - $270,000 - In developing the Calumet
Regional Transportation Plan, the city proposes to: 1) address the heavy
truck route connections between Illinois and Indiana and the impact of
the maritime transportation system on local and regional industry; 2)
address employee access to the industrial core of the Calumet area for
local and commuting workers; and 3) address bike, pedestrian, public
transit and auto tour issues to and within the Calumet Open Space
Reserve. The plan will address access to and within the Calumet area for
the movement of industrial products, workers and recreation users. The
plan will focus on strategic improvements to and connections between the
existing auto, rail, public transit and bike trail infrastructure. This
is intended to be a companion document to the Calumet Land Use Plan and
the Calumet Open Space Reserve plan to be presented to the Chicago Plan
Commission for adoption.
DuPage County - - DuPage County East-West Corridor Mobility
Plan - Total Cost - $205,200 - The East-West Corridor along I-88
is a major employment corridor in DuPage, is rapidly developing, and
carries some of the highest volumes of traffic in the county. Also, as
more growth in population and jobs is projected for DuPage, the county
wants to use the lessons learned from the application of the
Transportation Demand Management strategies in the East-West Corridor
and apply it to other high-growth areas of the county. The county wants
to put in place a set of Transportation Demand Management Strategies
that would help maintain an acceptable level of mobility and
accessibility for the future in the East-West Corridor. The goal of the
study is to measure the effectiveness of the current shuttle service and
the soon-to-be initiated rideshare programs as well as other
Transportation Demand Management strategies on a system-wide basis. This
assessment will in turn enable application of the more effective set of
Transportation Demand Management strategies in other parts of the county
and the Chicago region.
Gurnee - East Grand Avenue Corridor Revitalization - Total
Cost - $100,000 - The village is proposing a Data Collection,
Analysis, and an Area Redevelopment Consensus Plan to develop consensus
with the numerous property owners and business interests in the corridor
as well as with local and regional officials, utility companies and area
residents. The Plan includes data collection and analysis of
alternatives for increasing internal access between parcels to reduce
the need for overuse of the arterial roadway of Grand Avenue. The Plan
will strive to develop consensus on a range of uses including possible
mixed-use alternatives. The Plan will include data collection on funding
mechanisms and cost estimates for various areas of improvements. The
final report will present the consensus and prioritized list of
improvements and a plan for implementation.
Kane County - Kane County Transportation Planning Area Study -
Total Cost - $325,000 - Develop extensive plans for multiple
priority travel areas designed to address the existing and future
transportation system performance. Plans will examine the possibility of
enhancing existing routes/intersections, creating new supporting road
networks, and the feasibility of public transit.
Lakemoor - Lakemoor Comprehensive and Transportation Corridor
Plan - Total Cost - $60,000 - Lakemoor seeks to revisit its
comprehensive land use plan and adjust it to reflect the changed
environment. It is anticipated that this project will investigate the
growth and development issues related to the US 12 and Route 120
corridors. These will include residential, office/commercial and
industrial. This project seeks to establish planning and management
tools and consensus building. The most important parts will be to
establish methodologies for transportation resources to meet growth
benchmarks.
Lockport - Lockport Bicycle/Walking Path and Open Space Study
- Total Cost - $20,000 - Project to develop a master plan for
bicycle/walking paths within Lockport. This plan shall incorporate
future bicycle/walking paths with the current path system as well as
with Lockport's Comprehensive Plan. This plan will be incorporated into
the city's Comprehensive Plan and will expand upon the Illinois State
Toll Highway Authority's plan for bicycle/walking paths. This will also
correlate with the corridor plan being developed under the city's
previous planning grant.
Matteson - Improve the Pedestrian/Bicyclist Environment and
Commercial Quality in Old Downtown - Total Cost - $60,000 - The
village will plan, evaluate, promote and improve the use of Old Downtown
commercial areas as well as the transit system. The project will use the
concept of adaptive reuse in utilizing existing underused village
infrastructure in and around Old Downtown. The goal is to provide an
alternative means of traveling through the village, the benefits of
which would be to reduce the dependence on the auto, provide safe
alternative routes for bicyclists, increase access to public mass
transit systems thereby reducing automobile congestion and pollution.
The end result of this project is to be a plan to attract new businesses
to the Old Matteson Downtown and to redevelop underutilized parcels. The
plan is to include an evaluation of commercial and residential needs;
improvements of the linkages between residential areas and identified
destination points, including commercial and public transportation
Maywood - The 2001 Comprehensive Plan for Maywood, Illinois -
Total Cost - $55,000 - Development of a comprehensive plan. This
project presents the overall vision and strategy for the village of
Maywood's Comprehensive Plan. It is the intent of the village to use
this project to stimulate the revitalization of the entire village.
Montgomery - Orchard Road/Blackberry Creek Corridor Plan -
Total Cost - $60,000 - This project will be a detailed planning
study of land uses, transportation issues (including bicycle),
stormwater management, economic development and open space planning. The
study area includes Jericho Road at the north, south to Light Road and
encompasses the lands to the east and west of Blackberry Creek and
Orchard Road.
Naperville - Downtown Naperville/DuPage River Trail Study -
Total Cost - $20,000 - The scope of this project will involve
conducting a study for a bikeway in downtown Naperville. Specifically,
the study will recommend a bicycle-friendly route in the downtown area
that will supplement the city's bikeway system, regional bikeway
network, and complement Naperville's Riverwalk.
New Lenox - U.S. Route 30 Revitalization Corridor Design Plan
- Total Cost - $50,000 - As part of this plan, the village will
be reviewing the issue of consolidating the number of curb cuts along
Lincoln Highway as well as assisting the local business community in the
development of landscaping standards, parking lot standards, and façade
design. The goal is to create a more pedestrian friendly walkway along
Route 30, yet at the same time not impede traffic flow along this major
thoroughfare. The project will also lead to the development of a
comprehensive and applicable Corridor Plan which can be dovetailed into
their long-term Economic Development Plans.
Skokie - Downtown Skokie 2020 - Total Cost - $100,000
- This project will develop a downtown area plan which will recommend
land use changes, zoning amendments, infrastructure improvements, and
implementation strategies needed to support and benefit from
transportation opportunities in the area. The village has already begun
a multi-year process to update its Comprehensive Plan. This study is
needed to establish a land use plan and implementation process prior to
the construction of the new transit facility. This project will produce
one area plan update for the Comprehensive Plan with recommendations for
land use changes, zoning amendments, infrastructure improvements, and
implementation strategies needed to shift the land use in the area to
benefit from and support the transportation opportunities in the area.
Streamwood - Complementary Corridors: Creating Unified Design
Standards for Shared Rights-of-Way - Total Cost - $125,000 -
Working together with Hanover Park, this project is to develop a plan to
augment and improve major corridors which are shared rights-of-way
through their communities. The villages would like to create a plan for
the development of complementary amenities along these shared
rights-of-way. The villages would hire a consultant to recommend how
best to provide lighting, landscaping and other amenities to provide a
uniform appearance in these highly visible corridors The villages would
also like to have recommendations offered for changes to each
communities' zoning codes to ensure similar and compatible uses within
similar and compatible zoning districts, consistent and complimentary
sign standards and overall landscaping plans.
Tinley Park - The Chicago Southland Tomorrow Corridor
Initiative: Phase II - Sub-regional Consensus for a Balanced Future -
Total Cost - $500,000 - The first phase of this project was
intended to begin to mobilize all transportation corridor activities,
business association efforts, sub-regional economic development
initiatives and related efforts, and develop a coordinated approach to
attract quality investment and promote balanced growth for the region.
This second phase of the project will allow for parcel-specific data
gathering and mapping, positioning of specific infill and redevelopment
properties and their surrounding transportation corridors,
multi-jurisdictional financial incentives and related services to be
packaged for the targeted audience, compelling marketing messages and
materials to be produced, and the process of securing much needed
investment.
University Park - University Park Smart Growth Comprehensive
Plan - Total Cost - $65,000 - Creation of comprehensive plans
guided by Balanced Growth principles for the purpose of fostering new
and innovative development, enhancing transportation options,
re-evaluating current land use policies, and guaranteeing the
preservation of the village's natural resources. This study will follow
the traditional format of Intelligence Gathering, Goal Setting, Plan
Preparation, and Plan Implementation. In conjunction with this format,
the plan will incorporate various other analyses designed to aid the
village in understanding the multitude of planning options it will be
confronted with. The village has secured an agreement with DePaul
University's Chaddick Institute for Metropolitan Development for
purposes of assisting the project in preparation and review of the plan.
The village will also propose partnerships with the local university and
the local environmental organizations.
Villa Park - Villa Avenue Business Area Streetscape and
Pedestrian Design - Total Cost - $60,000 -Previous planning
activities identified the creation of a pedestrian environment in and
between the business areas as one of the primary goals. The village
wants to explore and mitigate four potential problems presented in the
Villa Avenue business area: first, how to encourage, develop and promote
a pedestrian-friendly Village Center for the Villa Avenue area; second,
how to provide a safe yet attractive environment in the Villa Avenue
area in which there would be no conflicts between pedestrians, cyclists,
and motorists; third, how to increase access to services and activities
in the Villa Avenue business area for the 500 new residents as well as
the current residents; and fourth, how to possibly "link" these three
trails.
Waukegan - City of Waukegan - Arterial Street Corridor Study -
Total Cost - $150,000 - The project consists of studying the
seven arterial routes through the city of Waukegan. These planning
studies can then be used as a guide and referenced by future elected and
appointed city officials. The study will evaluate methods to alleviate
traffic congestion; reduce traffic accidents; promote the use of mass
transit, bicycles, and pedestrian walkways; and enhance visual
aesthetics by implementing streetscape improvements.
Proposed Grants Outside Northeastern Illinois ($1,367,830)
Bloomington - Downtown Traffic Impact Study - Total Cost -
$50,000
- Traffic access and impact study of the proposed arena and cultural
district on the city's central business district. This study will
provide reliable guidance on short-and long-range planning of site
access, off-site improvements needed to permit the street system to
satisfactorily accommodate site and non-site traffic, and on-site
circulation and assist the Bloomington City Council in making critical
land use site planning decisions regarding traffic and transportation
aspects.
East Dubuque - Transportation Corridor Study and Growth and
Redevelopment Plan - Total Cost - $44,500 - Study of the three
major transportation corridors in East Dubuque to include a growth and
economic development strategy; redevelopment plan; and transportation
corridor study.
East Moline - Phase Two - Quad Cities Balanced Growth Project
- Linking Land Use Objectives and Multi-Modal Transportation Investments
on Illinois 84/92 Transportation Corridor Study - $300,000 -
Under this proposal the second phase of this study will take a closer
look at two to three particular locations along the corridor. This study
will describe the steps needed to encourage viable redevelopment
alternatives and elements of market feasibility for selected
redevelopment uses and financing opportunities.
Edwardsville - Governor's Parkway (South Bypass) Bike Trail
Development Plan - Total Cost - $50,000 - This project will
develop concepts and perform preliminary planning activities for a major
new recreational and alternative transportation facility. This trail
would connect Illinois Route 143 and Illinois Route 157 and will provide
area residents with numerous recreational opportunities. The study will
examine key issues surrounding the trail development and will include
cost estimates, timetables for development, and recommendations on
appropriate courses of action to most efficiently expedite the
development process.
Jerome - Updating of Five-Year Road Study - Total Cost -
$20,000 - A project to provide an evaluation, reassessment and
expansion of the infrastructure plan previously developed by developing
a new five-year plan to take into consideration over the four years of
traffic developments, congestion and deterioration of infrastructure.
Kankakee - Washington Avenue Corridor Study - Total Cost -
$100,000 - The study will produce a consultant report with a
discussion of options investigated, and relevant cost/benefits for a new
north-south corridor from Illinois Route 17 to Armour Road. It is hoped
that this corridor would relieve some of the congestion on the other two
north-south routes.
McLean County - Access Management Plan: Bloomington-Normal
metropolitan area - Total Cost - $40,000 - Development of a
proposed access management plan which will develop a model policy and
standards to be considered for adoption by the county of McLean, city of
Bloomington, town of Normal, and possibly other municipalities in McLean
County. The plan is intended to provide local, county, and regional
organizations with the means to understand how the use of access
management techniques can improve the safety and efficiency of traffic
flow while encouraging the use land which abuts the public roadways.
Madison - Roadway Evaluation and Enhancement River Edge -
Total Cost - $50,000 - This is part of the redevelopment of a
previous military base for civilian use. This project looks at the
roadway infrastructure available today and considers options for future
roadway enhancements to reduce congestion and improve overall safety.
Moline - Illinois 92 Corridor Transportation and Land Use
Study - Total Cost - $50,000 - The purpose of this study will be
to analyze the impacts associated with returning Illinois Highway 92
(4th and 6th Avenues) to two-way traffic as a possible means to enhance
the residential, commercial, and mixed-use redevelopment of Moline's
downtown and riverfront neighborhoods.
Peoria County - Peoria County Recreational Trail System
Connection Study - Total Cost - $100,000 - This study will
provide detailed recommendations for how Peoria County can, for itself
and the region as a whole, develop an effective and efficient group of
trails that will help enhance recreational and alternative
transportation connectivity, quality of life, balanced growth, tourism
and economic development in the Peoria/Pekin Urbanized area. This study
will lead to an increase in area recreational opportunities and a wider
alternate transportation system options.
Rock Island - Andalusia Road Corridor Study - Total Cost -
$50,000
- Joint application from the county, the village of Milan, and the
city. The purpose of this study is to produce a multi-community corridor
plan to enhance the physical, visual and aesthetic appeal of Andalusia
Road from Turkey Hollow Road in Rock Island to the Milan Beltway in
Milan.
Rockford - Rockford Railroad Consolidation Study - Total Cost
- $100,000 - The proposed project would consist of studying
railroad consolidation opportunities, both in railroad operations and
existing infrastructure. Goals of the study include the consolidation of
multiple and redundant switching operations into one, efficient
switching operation; elimination of unnecessary trackage that is either
rarely used or abandoned; examination of the costs associated with such
consolidation and elimination of infrastructure; examination of the
opportunities after consolidation of operations and infrastructure; and
evaluation of remaining railroad infrastructure to determine costs
associated with upgrades to transform the trackage into and within the
Rockford metropolitan area into an efficient, cost-effective, high-speed
rail network that can support both freight and passenger service.
Roscoe - Roscoe-Rockton Transit Study - Total Cost -
$30,000
- This study will examine the feasibility of a transit connection
between the villages of Rockton and Roscoe with possible links to the
Rockford Mass Transit District and South Beloit. The village of Rockton
will be a partner in this study and the study has been endorsed by the
Metropolitan Planning Organization and the Rockford Mass Transit System.
St. Clair County - MetroLink Corridor Planning Partnership -
Total Cost - $75,000 - The proposed project is phase two of the
MetroLink Corridor Planning Partnership project. Phase one, Inventory
and Analysis and Corridor-Wide Plan Recommendations, was funded in the
first year of this program. Phase two will provide specific Station Area
Plans.
Sangamon County - South Growth Area-Corridor Development
Planning Study - Total Cost - $150,000 - The study would bring
together the necessary inter-governmental stakeholders to develop a
coordinated plan for the orderly development of the South Growth Area
with a major emphasis on east-west transportation corridors, initially
focusing on the Woodside Road Corridor. The study would address a
comprehensive list of elements associated with development including
land use plans and strategies, infrastructure, opportunities for
economic development, recreation and various modes of transportation.
Springfield - Springfield Tomorrow - Gateway Corridor
Enhancement Project - Total Cost $200,000 requested - Recommend a grant
of $50,000
- Development of a comprehensive revitalization plan for the two major
entrance-exit corridors to Springfield.
Venice - The "North Star" Corridor Economic Alliance Project -
Total Cost - $108,330 - This project would serve to expand the
current strategic planning initiative to the areas of Brooklyn, Venice
and Eagle Park Acres. The overall project is intended to serve as a
catalyst to developing strategic comprehensive civic and economic
recovery plans for these economically-distressed communities. The
objectives of this project include: 1) the development of
inter-governmental agreements that provide for multi-jurisdictional
planning of land uses, zoning and development decisions; 2) the creation
of downtown redevelopment/revitalization plans that integrate rail and
bus service mix use developments; 3) the creation of multi-community
corridor plans to develop efficient transportation facilities and land
use; and 4) the development of transit oriented/mixed use development
plans that increase transportation options and enhance access to the
transit system.
