The Illinois Route 19 project was initiated as part
of the Illinois FIRST Program. The initial
recommendation by the Department proposed a five
lane cross-section (two-lanes in each direction)
separated by a flush median/two-way left-turn lane.
This plan was presented at an initial public
information meeting. Based on the comments received
and follow-up discussions with the community, an
extensive alternatives analysis process was
initiated, which included computer simulated traffic
modeling of numerous build improvement alternatives.
Based on this analysis, and continuing coordination
with the community, a modified alternative was
developed to included a five-lane cross-section for
the west end of the project in the commercial area,
however, narrowed to a two-lane roadway (one lane in
each direction) separated by a grassed barrier
median with roadway shoulders on the outside edges
of pavement through the residential area. This plan
was presented to the community representation and
was well-received. We will be displaying this plan
to the community-at-large at a public hearing in the
near future to assess support and accept comments
before finalizing the plan.
