Route 251
The reconstruction of IL
Route 251 from south of IL 38 to Flagg Road
in Rochelle covers approximately one mile
through an urban area. CSS has been beneficial
in providing a forum where city and county
officials can meet at the same table with
residents and business owners as equals – as
Stakeholders. In addition, the multiple meetings
required to prepare for public meetings has also
been beneficial.
