Interstate 74
Quad Cities Corridor Study
Draft Environmental Impact Statement and Sec.
4(f) Statement (October, 2003)
The Iowa and Illinois Departments of
Transportation, in conjunction with the Federal Highway
Administration (FHWA), have initiated planning and
preliminary design studies for the improvement of
Interstate 74 in Scott County, Iowa and Rock Island
County, Illinois. The project begins at the I-74
interchange with 23rd Avenue in Moline, Illinois, and
continues north across the Mississippi River to the I-74
interchange with 53rd Street in Davenport, Iowa. The
proposed work consists of upgrading the existing 4-lane
interstate by providing mainline capacity improvements,
interchange modifications, and realigning I-74 across
the Mississippi River. This Draft Environmental Impact
Statement (DEIS) considers location alternatives for the
bridge alignment, alternative interchange
configurations, optional lane configurations to increase
mainline capacity, and a No-Action alternative.
Potential impacts of the alternatives have been
evaluated and include those to wetlands, water
resources, historic buildings, homes and businesses, and
public facilities and services.
