DBE Working Capital Revolving Loan Program

I am pleased to announce the availability of the Disadvantaged Business Revolving Loan Program (Program). This Program authorizes the Illinois Department of Transportation (Department ) to make low-interest loans to disadvantaged business enterprises (DBEs) certified by the Illinois Uniform Certification Program (IDOT, METRA, PACE, CTA, and City of Chicago) for participation on Department-procured construction and construction-related contracts.

This Program is available for projects as of the November 8, 2013 letting and uniquely targets DBE firms that have been denied access to financial resources through conventional lending process. These firms possess the desire, commitment, and work experience to be successful. Now, DBEs can have access to the financial resources which are needed to win a contract.

We hope to enhance the capabilities of DBEs and identify ways to help them secure more state transportation contracts, while realizing the Department’s vision of Transforming Transportation for Tomorrow. As an integral part of this Program, the Department will select an independent fund control agent and escrow agent who has expertise in construction processes, documentation, and accountancy. These agents will provide assistance from the execution of the loan agreement through disbursement and the final repayment of the loan.

I wish to extend my sincerest gratitude to the construction community and associations for their advice and support of this Program. On July 1, 2013, Public Act 98-0117 took effect in Illinois creating the Disadvantaged Business Enterprise (hereafter “DBE” as defined by 49 CFR Part 26) Working Capital Revolving Fund Loan Program (hereafter “DBE Loan Program;” authorized by 20 ILCS 2705/2705-610). The DBE Loan Program will provide for assistance to DBEs that are ready, willing, and able to participate in Agency construction contracts with project financing costs through the availability of low-interest lines of credit.

DBE Revolving Loan Rules

DBE firms will have the opportunity to submit an application to the Bureau of Small Business Enterprises for pre-eligibility determination. Upon award, the DBE firm would submit notice of award to SBE within 5 days and the application would be submitted to a Loan Selection Committee responsible for reviewing their credentials and determining if a loan will be awarded. Once a loan is awarded, an escrow account will be established for the DBE firm receiving the loan. A Fund Control Agent will work directly with DBEs awarded loans to develop a loan repayment plan for each one and will monitor the progress of each loan recipient’s efforts to repay the loan through the Escrow Agent, back to the Working Capital Revolving Fund.
