The responsibility of the ICC for economic regulation of common carriers has been pre-empted by federal legislation.  All carriers granted an operating authority by the ICC were designated as "for hire" carriers and were issued an ICC number for identification purposes.  The ICC no longer regulates common carriers.  State and federal agencies now rely on USDOT registration number issed by the Federal Motor Carrier Safety Administration for carrier identification.
