THE PRODUCTS
EVALUATION CIRCULAR
is a useful reference document for determining the
status of new product proposals in the state of
Illinois. The Circular is maintained by the Products
Evaluation Unit in the Bureau of Materials and Physical
Research and details the actions of the Illinois Highway
Development Council (IHDC).
The IHDC has 10 members consisting of one
representative from the Division of Aeronautics, two
representatives from the nine Highway Districts, and
seven representatives from Illinois Department of
Transportation (IDOT) Central Bureaus. Both the Products
Evaluation Unit and the IHDC were created in 1963 to
evaluate new product proposals submitted to IDOT.
The IHDC normally meets three times per year to
discuss these proposals. Council recommendations
usually fit into one of the following categories:
field test, laboratory test, approve, reject, or
withdraw from consideration. These recommendations
are detailed in the Products Evaluation Circular.
