IDOT Opens Highway Safety Planning to the Public
First Time Ever IDOT Will Hold Meetings to Receive Public Input on
Highway Safety Planning
SPRINGFIELD—Illinois Department of Transportation (IDOT) Secretary Timothy W.
Martin announced today IDOT’s Division of Traffic Safety (DTS) will be hosting a
series of meetings across the state to get input from local agencies and the
public at large as DTS develops its annual Highway Safety Plan. DTS is
developing the Fiscal Year 2006 Highway Safety Plan which determines where
federal highway safety dollars will be spent in Illinois and will become a part
of the Comprehensive Highway Safety Plan that is currently being developed.
“A cookie cutter approach does not work, different communities face their own
unique problems,” Secretary Martin said. “We want all of Illinois focused on
Governor Blagojevich’s goal of 1000 or less traffic deaths by 2008. These
meetings will allow us to get feedback from all over Illinois and keep the
dialogue focused on that goal.”
In each public hearing DTS staff will present an introduction and overview of
the Highway Safety Plan. The meeting will also feature an open session where
both written and oral testimony will be accepted from community members.
“These public meetings are a positive way to get more people involved in
developing part of our traffic safety strategy,” Susan McKinney, Executive
Director of MADD Illinois. “This is another step IDOT is taking in the right
direction to reduce the number of deaths on Illinois highways.”
The Highway Safety Plan is prepared annually and is due for submission to the
National Highway Traffic Safety Administration (NHTSA) each September 1. It
addresses highway safety issues and details problem areas, specific proposed
countermeasures and the proposed funding levels for each.
The annual Highway Safety Plan will become a part of the state’s Comprehensive
Highway Safety Plan, which is currently being developed. A CHSP brings together
safety organizations, state and local agencies to build upon existing resources
and provide a more coordinated safety effort. It will focus on what are referred
to as the four E’s of highway safety: Engineering, Enforcement, Education and
Emergency Services. The American Association of State Highway and Transportation
Officials encourages all states to develop a CHSP as a way to reduce traffic
fatalities.
