What is Context Sensitive
Solutions?
Context Sensitive Solutions is an
interdisciplinary approach to projects that seeks effective,
multi-modal transportation solutions by working with
stakeholders to develop, build, and maintain cost effective
transportation facilities which fit into the project’s
surroundings – its “context”. While this definition may seem
complicated, the most important facet to the public should be
that IDOT will be trying to work with the community as a whole
to determine the best solutions. For more information on
Context Sensitive Solutions guidelines, please visit the IDOT
website for CSS at: http://www.dot.il.gov/css/home.html

How did IDOT decide to use Context
Sensitive Solutions on this project?
The Phase 1 Engineering Study for
the proposed US 67 from the existing Jacksonville Bypass to US
136 at Macomb was started in October, 1995, and later received
Design Approval in October, 2003. Now with the alignment
determined through our standard public involvement processes, we
are proposing to continue stakeholder involvement by having the
public assist IDOT in determining the most feasible and pleasing
bridge to compliment the surrounding area. This will also
involve determining the proposed roadway landscaping and
aesthetic features for the entire study area along the US 67
alignment, from east of the proposed IL Route 125 Interchange to
west of the IL Route 100 / IL Route 103 Interchange, for a total
length of approximately 3.7 miles. The construction cost of the
project within the CSS Study limits is estimated to be between
$150 M and $175 M.

How will the community be involved
in the solution process on the US 67 Corridor?
A consultant, Teng & Associates
was selected on Professional Transportation Bulletin 143, to
assist IDOT District 6 and facilitate the CSS study through the
stakeholder involvement process. This process will help to determine
the type and style of the proposed bridge along with plan
preparation for the proposed four-lanes of US 67 over the
Illinois River and Curry Lake near Beardstown, Illinois, in
Cass and Schuyler Counties. Using Context Sensitive
Solutions, Teng will work with a citizens advisory committee
that will provide public input and recommendations to IDOT
on the following design elements.
-
Identify the most feasible,
economical, and pleasing structure type and style for
the proposed Illinois River Bridge.
-
Determine proposed
architectural enhancement features for the proposed
river bridge once its preferred type and style is
identified.
-
Identify landscaping
concepts and other aesthetic enhancements of the
proposed expressway around the Beardstown area,
including the proposed interchanges at IL Route 125 and
IL Route 100/133.

process, follow this link to IDOT’s Context Sensitive
Solutions webpage for the Illinois River Bridge at

Why is this improvement needed?
IDOT’s goal is to improve safety and
mobility for the traveling public, while seeking to preserve and
enhance the economic, historic, scenic, and natural qualities of
this west central Illinois corridor.
What are the limits of this
project?
The corridor limits closely follow
the existing alignment of US Route 67 from Rock Island to
Godfrey, Illinois.
What is the scope of this project?
IDOT’s scope for this project is to
improve the roadway, to facilitate the safe and efficient flow
of traffic through west central Illinois, by expanding to four
lanes over most of its length, and improving bridges and
intersections.

What is the project schedule? /
When will construction begin?
Some improvements to the corridor
have already been completed and opened to traffic. However,
much work remains to be done. For the current status on IDOT
plans, designs, and construction, visit the Project Map section
of this webpage.

Where are we in the study process?
IDOT plans, designs, and constructs
projects in three phases. Phase I is the preliminary design and
environmental study of the project, Phase II is the final design
and construction bid documents, and Phase III is the actual
construction of the project. To see which phase the various
sections are currently in on the US 67 Corridor project, visit
the Project Map section of this webpage.

How will the improvements to the US
67 Corridor be funded?
Funding for transportation
related projects in Illinois are provided through various
federal, state and local sources. For information on
the current funding status for the various sections along
the US 67 Corridor, go to the the Project Map section of
this webpage. For information on the current state
wide program in Illinois, visit the following IDOT

When will IDOT begin acquiring
right of way?
IDOT continues to purchase
Right-of-Way along the alignment as funding permits. Right of way will be purchased as
engineering for plans and and contract documents progresses. To
see when IDOT will begin the land acquisition process on the
various US 67 Corridor sections, see the Project Map section on
this webpage.

How can I keep informed on the
progress of Corridor improvements?
The best source of timely
information will be the US 67 Corridor webpage on the IDOT
website. As additional information is made available, it will
be announced on this website.

What is IDOT doing to keep the
public informed?
IDOT is making a significant effort
to get the public involved in this project. Efforts include:
-
The development of the US 67
Corridor website.
-
By holding public meetings.
-
The use of Context Sensitive
Solutions to involve stakeholders in the decision process.
